This report is a cross-country comparison of secondary privatization in the transitioning economies of Poland, Slovenia and the Czech Republic from 1995-1999. The authors argue that secondary ownership transformations are an important and insufficiently researched aspect of enterprise adjustment and an indicator of economic flexibility and stability. Their research shows that in enterprises under mass privatization schemes, secondary privatization processes have taken place i.e. new owners have taken over.
