This paper describes the legal implications of the EU Passenger Name Record (PNR) system focusing in particular on international human rights standards. The PNR system was introduced in 2007 as a tool in the fight against terrorism and organized crime. The author expresses the hope that EU institutions and member states will take into account human rights standards when preparing for the so-called 'Stockholm program,' including a new multiannual program for policies in the field of freedom, security and justice.
