This report examines the evolution of NATO's Partnership for Peace (PfP) program. The author describes why the PfP has to be transformed, adequately resourced, and better integrated with bilateral and regional efforts to address new security challenges. NATO should also link Balkan partner membership accession to the completion of specific NATO tasks with a time horizon of roughly five to eight years, as well as offer intensified dialogue with Ukraine as a prerequisite to initiating membership discussions.
