This paper summarizes a recent competitiveness assessment of the garment industry in Cambodia since the end of the Multi Fibre Agreement. The authors explore why the new strategy of Cambodia industry might prove more effective than the former. New elements, such as changes in the external trade policy environment and external demand, are described as capital for future policy initiatives in promoting industrial development.
