This paper examines the formation of the postcolonial state in Cyprus and the long-term effects of the conflict on the development of mono-ethnic state structure south and north of the dividing line. The author classifies civil society organization on the basis of their work relating to the Cyprus conflict along the lines of civil society typology and also shows the impact of the European dimension in determining this potential by examining actions at the level of the EU and Council of Europe (CoE). Furthermore, it looks in detail at the work of 20 selected civil society organizations with respect to the conflict. Finally the author analyzes the determinants of different approaches to the concept of human rights between the various actors and the impact of these approaches on their actions.
