This briefing analyzes the crisis situation in the Niger delta, centered around a conflict on oil drilling between the local population, armed militias and the central government. The author addresses the locals' demands for more benefits and environmental protection and the militia strategy. He also discusses a government report which so far has not materialized and an amnesty for the militias offered by the government.
