This paper examines the option of enacting delegation agreements whereby weak or failing states relinquish their authority over governance functions to an external actor. Through case studies the author finds that these arrangements can be implemented as treaties, rather than contracts, so that governance is as effective as possible under difficult circumstances. This is key, the author concludes, in order to ensure that reputational and actual costs of such missions are judged positively against alternative methods. The success of the mission is also at stake.
