This publication assesses the dynamic nature of terrorism in India and outlines challenges to the development of counterterrorism policy. The author discusses two Islamist militant groups, the Lashkar-e-Taiba and HUJI-B, and their expanding network, alongisde the rise of urban terrorism. After examining domestic and regional challenges to a strong and cohesive counterterrorism policy, the author provides policy recommendations divided into short-, medium- and long-term measures.
