This publication discusses challenges to Indo-Pakistani cooperation regarding Afghanistan, as well as possibilities for progress. The author outlines various problems hindering cooperative efforts, such as porous borders, the regional presence of the US and terrorism. After exploring possible solutions to the challenges of capacity-building and human development, the author provides various policy recommendations.
