This paper discusses how to deal with the backlog of core international crimes case files in Bosnia and Herzegovina. The authors analyze the nuts and bolts of the war crimes prosecution program in Bosnia and Herzegovina and identify some of the dilemmas facing prosecutors even when there is both considerable institutional ability and strong will to prosecute core international crimes.
