This report analyzes one of the most significant external effects of the EU's eastern enlargement, namely the advent of the neighbors Belarus, Ukraine, and Moldova along the Union's Eastern perimeter. The enlargement has heralded a need to rearrange the way the EU conducts its relations with adjacent areas. The result will be the "European Neighbourhood Policy" (ENP), with which the EU will seek to engage its neighbors in a loose community without over-extending its own institutions with full accession. The report examines the challenges that face the EU and the ENP in the east and offers some conclusions on the Union's role in the region.
