This report was commissioned from the FIIA by the Finnish Ministry of Defense to investigate the implications of international terrorism for Finland in the light of the September 11 attacks on the US. The paper offers a theoretical and historical analysis to conclude that Finland is not likely to be a victim of terrorism, but that a risk comparable to other Western states remains.
