The author of this report assumes that the Ukraine will be one of the greatest challenges for the EU in a post-enlargement context. As a post-Soviet and multi-faceted, large country, the neighbour needs close attention. When Ukraine-EU relations are affected by several factors, the author points out, that the possibility for the Ukraine to join the EU should be considered in the distant future. The EU should therefore formulate an action-plan for Ukraine and establish trilateral cooperation together with Russia.
