In its traditional discourse, the European Union affords a primary position to democracy and the rule of law. The paper examines the extent to which the EU is a coherent actor in pursuing such goals in practice, especially in its wider geographic neighborhood. The authors present related topical case studies and cover the neighboring European regions such as the Maghreb, the Balkans, the Middle East, and also Russia and Ukraine.
