This paper examines the approach to Kashmir pursued by India and Pakistan since 2005, which involves incremental growth in cross-Line of Control (LoC) interactions. It argues that this people-centric approach has led to the opening of cross-LoC travel, economic exchanges and sporadic interaction between the Kashmiri leadership on either side, leading to a certain degree of symbolic softening of the LoC. The author analyzes the major issues from the perspective of Pakistan and makes recommendations for further action.
