This paper examines the approach to Kashmir pursued by India and Pakistan since 2005, which involves incremental growth in cross-Line of Control (LoC) interactions. The author argues that much more needs to and can be done without either country compromising its stated position. He examines the major issues involved in cross-LoC confidence-building measures and how these can be improved and made more productive. He suggests ways to prioritize the numerous recommendations made in the past.
