This paper examines the major achievements and failures of confidence-building measures (CBMs) in the Indo-Pakistani conflict. It outlines the major issues that need to be addressed to make these measures effective and identifies priority issues and areas for CBMs. The author further analyzes the main benefits and costs to both countries, as well as the problems and issues likely to be encountered.
