The paper begins by addressing the rationale for focusing on preference reform, at the heart of regressive trade policies in many rich countries. It then examines who is leading the efforts to provide nominally full market access to exports from the poorest countries. The author examines the status of market access for poor countries. He also argues that much remains to be done to achieve the goal of meaningful market access, including reformed rules of origin that facilitate rather than inhibit trade.
