This paper examines the relative success story of Ghana in the context of expected oil revenues beginning in 2011-13 and the so-called oil curse. The authors examine the destabilizing power of oil wealth, as well as success stories where direct cash distributions have protected growth and stability. They conclude by confronting the common objections to this approach and suggest that new technology such as biometric ID cards or private mobile phone networks could be utilized to implement the scheme.
