This publication provides an overview of the ways in which the link between the education and political participation of migrants and ethnic minorities is being developed in EU policy. First, the author assesses previous measures, their implementation and failure. She then identifies three different approaches in policy-making processes embracing the education and political participation of migrants and ethnic minorities: the principle of equal treatment, the inclusion of youth and the integration of third-country nationals. She concludes the article with the latest developments in the field, and in particular the European Commission's 2008 Green Paper on migration and education.
