This paper discusses developing countries' access to markets in developed countries. The author examines the major trade preference programs and describes which countries are leading in the efforts to provide nominally full market access to the exports of the poorest countries. He also discusses rules of origin, which often render access for least developed countries meaningless in practice and gives an overall assessment of trade liberalization policies in OECD countries.
