This paper explores why it seems that, while equity is used intuitively in development debates and programming, its meaning is not clearly understood. The author contends that the importance of equity is recognised, but that the policy priorities for achieving it are not consistently or coherently explored. He explains why the concept is important, and how to promote it in developing countries.
