This paper presents an overview of the different definitions of and conceptual approaches to empowerment. It discusses the history of the use of the term 'empowerment' in development. The authors examine the various operational implications of the different approaches to the concept. They discuss whether empowerment is viewed as a process or an outcome and how power operates.
