This paper examines the debate over alternatives to the US' population-centric counterinsurgency strategy in Afghanistan. The authors recommend merging all Operation Enduring Freedom (OEF) mission forces except US special operations forces into the NATO International Security Assistance Force (ISAF) mission, binding the US and NATO in one common effort. They also stress the need for clearer procedures regarding decision authority and to improve coordination of objectives between special missions and ISAF.
