This publication assesses US policy toward Myanmar (Burma), questioning whether the slight progress in relations achieved through 2008 represents a real basis for confidence in attaining regime change. It examines the impact of Cyclone Nargis, noting that the international relief effort gave a small indication that the regime's behavior can be altered by Association of Southeast Asian Nations-led regional cooperation. It discusses the arguments of those critical of US policy toward Myanmar, explores US strategic objectives and analyzes the key players in the situation. The authors also assesses the possibility of Myanmar possessing nuclear capabilities.
