This publication assesses core issues to be discussed at the May 2010 Non-proliferation Treaty (NPT) Review Conference, namely verification, disarmament, civilian use and universality. The author analyzes these problematic fields, taking into account the nuclear activities of Iran and North Korea. He notes sanctions against Iran are a strong possibility, leading Iran to emerge as a spoiler, and underline the weakness of the NPT regime.
