This publication argues that the Shanghai Cooperation Organisation (SCO) is not as anti-western as many analysts have stated, so the West should not rule out cooperation with the SCO on key objectives in Central Asia. The author notes that the SCO is primarily a tool for addressing non-traditional security concerns among its members, and as such is more interested in addressing intra-regional security than in competing for influence with the US. He discusses geopolitical considerations and military and economic collaboration, arguing that substantive progress in these fields will be gradual, if it occurs at all.
