This publication offers a critique of the ways in which the financial architecture to support adaptation to climate change is taking shape in international negotiations. It also identifies important issues that need to be taken into account when designing this new architecture. The authors examine the three main components of climate change finance: funding sources, institutional arrangements and delivery mechanisms. They conclude with an assessment of the likely effectiveness of options available for this architecture as of late 2009.
