This paper investigates why labor mobility in the EU is low despite persistent regional economic disparities. It finds that adjustments in labor market variables, other than unemployment rates, can partly explain this trend. The paper also points out that female participation in the labor force helps mitigate the adverse effects of low labor mobility.
