This paper gauges the degree of convergence of social protections across West European EU countries over the period 1970 to 1999. It finds no evidence of long-run convergence in social protection expenditure to GDP ratios nationally. However, it does find evidence of catching-up relative to German and EU averages for all countries belonging to the EU before enlargement in 1995, except for Greece.
