This paper sets forth the economic and strategic arguments for the more systematic use of the concept of mutual recognition in the EU single market for goods and services. Mutual recognition ensures the free movement of goods and services without having to harmonize EU member states' national legislation. The author concludes that the manifold benefits of mutual recognition are too great to allow ambiguities to obstruct implementation, and calls for the establishment of a Europe-wide 'culture of mutual recognition.'
