This paper looks at the factors responsible for a relative rise in unemployment among unskilled workers in France over the period 1970 to 1992. It argues that a large part of the increase can be attributed to (1) technological progress favoring skills and knowledge, and (2) the increasing globalization of markets and enhanced competition from imports. The paper employs a computable general equilibrium (CGE) model for analysis.
