This publication assesses the situation in Somalia and challenges the main assumptions about the Somali state and the piracy threat. The authors first review the historical context and the evolution of piracy. Then, they analyze the legal context that allows the international community to take steps against piracy. The publication ends with a presentation of the links that may exist between terrorism and piracy.
