The paper focuses on the social safety nets in the Russian Federation and Ukraine in view of labor market changes since the beginning of economic transition.The authors show that many past phenomena (e.g. restructuring of the economy, wage and pension arrears, new groups at-risk-of-poverty, demographic transition) prompted the need to rethink the old-style social safety net (SSN), creating one better adapted to the specific problems faced by liberal economies. Additionally, they analyze some gender specific issues related to social security that are caused mainly by inequalities in the labor market.
