This publication examines whether foreign military assistance strengthens or further weakens fragile states facing internal conflict. The authors address this question by estimating how US military aid affects violence and electoral participation in Colombia. The findings suggest that foreign military assistance may strengthen armed non-state actors, undermining domestic political institutions.
