As this book goes to press in October 2009, the Republic of Moldova is entering a new era, after many months of political turmoil. A new government of parties formerly in the opposition has come into power through democratic elections. Its policies on defence and security are not yet entirely clear. However, when these policies are announced, it seems unlikely that the conclusions and recommendations put forward in the present book will be considered out of date. Whoever its rulers, Moldova will need to provide for the human security of its people.
