Stabilizing Afghanistan requires an approach that looks beyond just the provision of physical security and the reform of military and police forces to one that enables local communities and the government to resolve local conflicts. Without stable, trusted justice mechanisms, local disputes will continue to spiral into additional sources of violence and discord that insurgents can effectively exploit.
