The President's Emergency Plan for AIDS Relief (PEPFAR) was created in 2004 and authorized to spend $15 billion over five years to prevent and treat HIV/AIDS in 15 focus countries. To continue beyond 2009, the program will need to be reauthorized by the U.S. Congress.
