This paper considers models of sectoral approaches and the policy implications of such approaches to transitioning toward a global carbon market. In looking at industry-led transnational initiatives, the paper describes the progress in work on benchmarking. This model is compared with the concept of sectoral crediting. The author also provides an overview of developments within the UN and EU, Mexico, China, and the US.
