This paper will address the question of how processes of norm localization, i.e. the translation of norms into local contexts, can be analyzed. Which concepts of localization and of local culture (a term often used but hardly studied in any detail) can the different approaches to localization (mechanisms) actually offer and to what extent do they provide helpful categorizations for the study of local reactions (outcomes) to democracy promotion?
