The lives of millions of civilians are at risk each time a natural disaster or complex emergency occurs, especially in poor countries with high population densities, less developed infrastructure and insufficient emergency preparedness. This newsletter gives an introduction to humanitarian reform, which aims to enhance the capacity, predictability, accountability and partnership of humanitarian response.
