The central unresolved issue facing Burma/Myanmar since independence in 1948 has been finding a solution to the problem of governance in this profoundly multicultural society. Each government has designated the country as a 'Union', but this is fragile and often violently contested. Burma/Myanmar has never been a 'nation-state' in which a national culture or ideology unites the diverse peoples within the state.
