This working paper approaches the issue of biological weapons control from a perspective of justice. In particular, it discusses the norms codified in the Biological Weapons Convention (BWC) regime and contrasts this with the weak procedural and institutional factors that undermine its effectiveness. It also explores notions of justice in the BWC regime, the conflict between non-proliferation and technological exchange, and the limitations of lack of verification measures and weak compliance mechanisms of the biological weapons control regimes.
