This paper examines the impact of the global financial crisis 2008 on public service delivery in education and healthcare in Belarus. Despite the impacts of the financial crisis, macro-indicators of the Belarussian economy looked good in comparison to other countries and the deterioration of public finance was limited. For both education and healthcare, no shock adjustments were required during the crisis. However, there are a number of medium and long-term threats to these public service sectors associated with the crisis agenda. This paper provides a number of policy recommendations to stave off these threats.
