This report explores how the Armenian and Azeri communities from Nagorno-Karabakh and the surrounding districts are living in 2005, 11 years into a ceasefire, and how they view the potential resolution of the conflict. It also touches on the issue of refugees and internally displaced persons, and their prospects for repatriation. The authors conclude that the Azeri and Armenian communities of Nagorno-Karabakh are as separated in 2005 as they have ever been, and that the basis for any settlement of the conflict must include truth and reconciliation efforts to enhance mutual security and tolerance.
