NATO’s operations in Libya were the first time that the UN Security Council authorized the use of force to protect human beings against the will of the acting government of a functioning state. This paper discusses how Resolution 1973, the impetus behind the authorization, has been received in two relevant regional settings – the European Union (EU) and the African Union (AU) – and how implementation of the resolution will impact on the interpretation of the Responsibility to Protect (R2P) doctrine in both regional organizations.
