This report argues that the EU needs to develop a specific, proactive policy for each of its new Eastern neighbors, with the eventual aim of their full integration into the Union. The authors present a brief overview of the European Neighbourhood Policy (ENP) and its main shortcomings; examine the EU's policies towards the Ukraine, Belarus, and Moldova from the Finnish, Lithuanian, and Polish perspectives; and outline a more proactive EU policy within the broader context of the ENP and EU-Russian relations. The report concludes that such a policy needs to be promoted in an active and coordinated manner by the Eastern member states.
