This article reviews the challenge of separating civilian and military nuclear facilities in India. The author argues that India is likely to keep a large number of facilities in the military sector in order to retain its options for generating weapons-usable plutonium. He also warns that despite the advancements in India's nuclear recognition, the choice of power generation technology should be based on the assessment of costs.
