While many developing countries have now attained middle-income status, poverty reduction in these countries has not kept pace with economic growth. This poses a new set of challenges for global health agencies which are accustomed to disbursing funds on the assumption that the majority of poor people live in poor countries. The authors of this paper argue that one way to address this challenge would be for funders to focus on eliminating country-income thresholds for allocating global health funding and build evidence-based priority-setting institutions.
