This article discusses efforts to make non-state armed groups (NSAG) accountable to international humanitarian law. It investigates why these groups voluntarily commit themselves to humanitarian norms and explores the ways in which external actors can exert influence. Possible measures that are presented in this article include the "naming and shaming" of groups which violate humanitarian law, withdrawal of financial support and dialogue.
